Holly bush freeze

I planted 2 Holly bushes in my flower bed. We had a hard freeze the first winter after planting. They both looked healthy after the freeze but the majority of their leaves fell off several days later. The top 4/5th of the bushes are dead. I haven't cut the dead part off yet. How can I activate new growth?
