latinos were involved with the early hiphop culture which started in nyc...remember hiphop cu;ture began in the south bronx where many puerto ricans resided....however hiphop was predominately influenced by blacks

I agree. Every time it comes to black people getting something, everybody is included. However, all of these other ethnic groups get measures that are exclusively for them. People cannot stand for black people to get anything. Everybody has to benefit. People just do not want to see black people get ahead.
