    I remember a while back, I read about people shoplifting in broad daylight due to California's new law about theft. It was pretty crazy to me.
    Retailers say theft is a big problem, and the underlying causes are complex, from organized criminal rings to law enforcement policy and supply chain targets.

    They know individual thefts are a drop in the bucket compared to organized crime. They sensationalize individual thefts bc they are isolated incidents with Black people
