Can electric car batteries be ethically sourced?

I found this very interesting CBC article on electric cars. but the address is what are the environmental costs? I believe one of these can also be addressed in Africa with the Cobalt mines in the Congo. In order to deal with this the slave labour must be addressed and stopped. I understand that part is not part of the article but it brings up a very interesting point on where we get our materials from and how they will impact that Society wherever they come from, where they're from Canada Africa or around the world.
